Moisture testing is not optional here
A basement slab contacts soil on its underside and often on multiple faces. Vapour barriers under residential slabs did not become routine locally until the 1990s, so older basements move moisture upward continuously. In-situ RH above roughly 80% means a mitigation primer, which adds $2-$4 per square foot.
Why it beats the alternatives
Carpet holds moisture and is written off by a single appliance failure. Laminate swells at the seams. Tile is cold and cracks if the slab moves. A coated slab is waterproof, does not trap the dust and mould that gives basements their smell, and is the only one of the four that gets better the more you spend.
Choose warm finishes below grade
Basements have small windows and mostly artificial light. Warm metallic blends, copper, bronze, warm pewter, read rich under pot lights, while the cool greys and teals that photograph beautifully in a studio can read flat and grey in a real basement. Look at samples under the actual lighting.
If it has flooded before
That history argues for a coating, but the cause matters. A burst line or failed washing machine is irrelevant to the decision. Groundwater coming up through the slab or in at the wall joint is a drainage problem that must be solved first. No coating holds back active hydrostatic water from below.
